Discussion on Strategic Planning for HIWTA
a.  Pre-requisite for funding from private/public partners


b.  A "How-To" Guide to the Process of SP

Planning is an ongoing process - not a finished product".  In order to establish the basis for a strategic planning process, an organization must first identify their shared core values, and be ready to create a vision statement reflecting those values.  In this way only, can a group hope to articulate what they want the organization to accomplish in their desired future together.

This shared commitment will be further reflected in the goals and objectives of the group as well as the activities they select.

When, as a foundation of the strategic planning process, the participants take time and energy to acknowledge and identify the values shared by group members, THEN those values can be reflected in activities, objectives, goals and the group's mission vision.  When these values are identified and agreed upon, potential conflict can be avoided in those areas.  When conflict is avoided, the chance of success of the group is enhanced.
c.  Resources for Support in Creating a Strategic Plan
Donna Ching is a seasoned Strategic Planning guide, and has prepared a document entitled  The Process Model and Conceptual Framework, a copy of which was provided to those attending the meeting.  When the need is ripe, that can be made available to anyone who wants to study it.
Stephanie and Beth recommended several resources for the facilitation of the Strategic Planning Process.  As they demonstrated in the meeting, this is not a process we want to take on without seasoned facilitators to guide us.  They indicated that the SHORTEST time frame in which a SP could be crafted would be two days or so.  The recommended at least two people in the County R&D Department who could be asked to facilitate our strategic planning process.  This would be done in a retreat setting, where key people would come together to create a strategic plan for the group.

Another very encouraging service that these facilitators provide is that they have a finger on the pulse of all other related or similar organizations, and are often able to recommend that organizations pool their resources and efforts to accomplish common goals.
d.  Outcomes for the Strategic Planning Process - Next Steps
Our next steps as an organization entail simply pulling ourselves together enough to identify who within the group is willing and able to expend the energy to participate in these planning activities.  Hopefully, this information will encourage all of us to participate and become pro-active in forming the necessary leadership team.

Once leadership is established, we can then proceed to seek the help of these very able facilitators in continuing our process.

Stephanie assured us that the grant proposal already submitted did NOT have enough of the necessary "ducks in a row" to have had any chance of being funded.  The primary purpose of the presentation today was to give us a better idea of what is in store for us as a working body, if we hope to obtain funding, or even to be legal and viable as an ongoing organization of whatever type we choose to be.
